Legal Services Plan, Program Manager


Reports directly to AOPA’s General Counsel and manages, administers, and exercises oversight of AOPA’s Legal Services Plan (LSP), including serving as the day to day interface between AOPA and supporting  LSP law firms under contract with AOPA, serve as liaison with the marketing and finance departments.  Responsibilities include:


  • Develop metrics to evaluate LSP Plan objectives as they relate to achieving member satisfaction, responsiveness to member needs, growth of the LSP program, and participant retention. 
  • Manage LSP panel attorneys and the contract process including:
    • Recruitment and maintenance of an adequate complement of panel attorneys and trained staff to provide initial consultation and attorney services
    • Review and recommend changes in terms and rates and ensure compliance with same
    • Serve as a resource including monitoring and maintaining a website with content related to the FAA enforcement process, NTSB appeal proceedings and rules of practice, related federal statutes and regulations, significant aviation legal decisions and resources;
    • Receive and recommend resolution of appeals made by LSP panel attorneys for reimbursement beyond the limits of coverage and responding to member inquiries and complaints.
  • Coordinate and manage LSP representation at AOPA regional events, national legal aviation seminars and forums; assist contractor with seminars and forums for LSP panel attorneys and pilots.
  • Recommend and evaluate modifications to the terms of LSP coverage.
  • Serve as the primary point of contact with the Member Services department regarding LSP matters, such as access to the membership database for verification of LSP membership, address and coverage.
  • Coordinate and manage the return or answering of calls from members with LSP issues and, in collaboration with LSP supporting law firms, ensure the timely referral of covered LSP participants to panel attorneys for service.
  • Assure payment of state registration fees and compliance with state registration requirements, filing annual reports, notices of plan changes.  Monitor state laws pertaining to pre-paid LSP and taking necessary action when needed.


  • Oversee, manage, and direct the claims administration process, which shall include procedures for:
    • Approving or disapproving panel attorney and contractor invoices for payment.
    • Serving as custodian of LSP files as well as organizing, maintaining and developing an electronic filing system for LSP claims and other program matters. Establishing an automated system for tracking of LSP participant plan usage.


  • Coordinate with AOPA’s marketing department regarding marketing and advertising materials. Assure proper review of marketing materials for legal compliance.  Assist with developing articles and/or written materials to be used for advertising; assure marketing materials posted on AOPA’s website are up-to-date and compliant.


  • Bachelor’s degree and/or master’s degree in related field preferred.  Prior legal experience working in an aviation environment preferred, including work experience with law firm(s). 
  • Project management and contracting experience required. Professional level communication skills, written and oral.
  • Prior experience leading, supervising, coaching and developing staff.
  • Excellent customer service skills, team player, prior experience working with highly sensitive data.
  • Private Pilot certification.
  • MS office proficiency.  Experience working with various databases helpful.
