Club in Formation - (KFZY)

I would like to reinvigorate aviation at the Oswego County Airport. I think if we had the social interaction that a club would offer people would tend to fly more often.
Description of the hangar/clubhouse facilities:
We could use the FBO lobby or the flight school classroom for meetings and small events. I think the FBO lobby is best for this. It is owned by the county and there is 24 hour public access. While I haven't spoken to them about it yet, another option for meetings would be the EAA chapter. They have a spacious meeting/event facility. The aircraft would likely be stored in one of the county owned T hangars. All members in good standing would have a key to this hangar. Scheduling would be done online.
Progress made towards starting the club:
I have mentioned this to several of the flight school clientele and it's hard to measure, but there is interest. I believe though that "If we build it, some will come". There are approximately 80 airplanes based at KFZY most of which probably fly less than 20 hours per year. It was my plan to approach some the owners to inquire if they would be interested in putting their plane on leaseback with the club. It's possible but not very practical that I could use one of the flight school airplanes at first to get the club off the ground.
The biggest obstacle is of course start up capitol. Insurance being the big one. Insuring a club airplane is very costly and will be hard to cover early on. The airport manager is very supportive and will do whatever he can to help out. I believe its likely that we could negotiate a small discount for fuel as well.
