Members of the Massachusetts legislature have until the end of the month to hash out their budgetary differences, including whether to repeal a tax exemption on the sale of aircraft and parts.
A conference committee made up of members of the state House and Senate is working to hammer out an agreement on the entire state budget before July 1. The Senate preserved the tax exemption in its version of the budget while the House version would eliminate it, increasing the cost of buying, flying, and maintaining general aviation aircraft, and possibly forcing pilots to take their aircraft out of state for service.
AOPA has been working hard to persuade conferees to preserve the sales tax exemption, and AOPA Regional Representative Craig Dotlo has been in Boston meeting with lawmakers to educate them about the value of the tax exemption. AOPA is also asking members who have not already done so to contact their legislators and urge them to maintain the tax exemption.
The concept of implementing STCs on previously modified aircraft is known as "layering STCs," and doing it properly is paramount to safety.
The reopening of the government on Oct. 17 was welcomed by an aviation industry eager to get back to normal business.
The FAA's aircraft registry's closure under the government shutdown precludes aircraft deliveries and could freeze transactions affecting as many as 130 aircraft.
