These and other problems, including inaccurate data that has led to enforcement actions against pilots, mean the FAA may not be able to fully justify the investments taxpayers and pilots have made in the system, according to the report released Sept. 24.

ADS-B is a critical component of the NextGen air traffic modernization program.
