True or false: Off-route obstruction clearance altitudes (OROCAs) guarantee ground-based navigation signal reception.

Answer

False. A published OROCA is intended to be used for situational awareness and emergencies. Signal coverage from ground-based systems is not guaranteed. (Source: Instrument Procedures Handbook, 2-27.)
