Flight restrictions over NYC for U.N. General Assembly

Temporary flight restrictions (TFRs) will be in effect over New York City during the United Nation’s sixty-third General Assembly from Sept. 20 through 30.

A 2-nautical-mile-radius TFR will be centered on the LGA VOR’s 253-degree radial at 4.7 nm, extending from the surface up to 7,000 feet msl. It will be in effect daily from 8 a.m. until 5 p.m.

During those times, helicopter and seaplane operations can continue at West 30th Street and 34th Street heliports and the East 23rd Street Seaplane Base. Pilots must be on a direct course exiting the lateral limits of the TFR, be in two-way radio contact with ATC, and following ATC-assigned routes.

A TFR encompassing the lateral boundaries of the New York Class B airspace and extending from the surface up to Flight Level 180 will be in effect from 9 a.m. on Monday, Sept. 22, through 5 p.m. on Wednesday, Sept. 24, for President Bush’s visit. Also, an inner 7-nm-radius GA no-fly zone will be in effect, and over-flights of Manhattan will not be permitted during that time.

For the president’s arrival and departure, 8-nm-radius TFRs will be centered over John F. Kennedy International.

The FAA has created multiple cutouts to allow flight operations at certain airports during the president’s visit:

  • 2-nm-radius cutout over Teterboro that extends up to 2,000 feet msl
  • 3-nm-radius cutouts over Republic (FRG) and Westchester County (HPN) that extend up to 2,000 feet msl
  • Special ingress/egress procedures for Morristown Municipal (MMU)

Also, Republic and Linden Airport (LDJ) have been designated as gateway airports to accommodate helicopter and seaplane operations.
