New DHS secretary named
President-elect Barack Obama has named Arizona Gov. Janet Napolitano as the new secretary of homeland security. “We look forward to working with Arizona Gov. Janet Napolitano in her new role as the secretary of homeland security,” said AOPA President-elect Craig Fuller. “From our perspective, GA has taken significant steps to improve security. We hope that under this new administration any proposal regarding general aviation will be based on intelligence rather than perceived threats.”
Guidance for international GA flights
New flight and passenger information requirements for international GA flights will go into effect May 18, 2009. AOPA created a guide to help you navigate the new Customs and Border Protection rule.
GA emissions nearly imperceptible
AOPA filed formal comments in response to an Environmental Protection Agency notice concerning greenhouse gas emissions, pointing out that piston powered aircraft account for about one-tenth of 1 percent of total emissions.

The DHS secretary is responsible for securing and defending the homeland, short of a direct military response. Ms. Napolitano will be in charge of a multi-agency, coordinated effort to secure the U.S. borders and check people entering the country. She will oversee many departments that affect general aviation, like the Transportation Security Administration (TSA) and Customs and Border Protection (CBP).
Transportation Security Administration
The head of the TSA is responsible for developing and implementing security policies for each mode of transportation, including aviation. This person will have a direct impact on how heavily the government pursues mandatory general aviation security regulation.
Customs and Border Protection
Charged with securing the U.S. borders, the head of the CBP establishes policies and regulations for border crossing. This position influences the regulation of general aviation’s international operations, as demonstrated by the recent electronic advance passenger information rule.
