How to obtain an operations waiver from the TSA

There have been changes to the Transportation Security Administration (TSA) waiver process. The TSA Office of Airspace Waivers was divided into two sections: one section for international waivers and the other section dedicated to domestic waivers.

Notam 6/7435 replaces 2/5319 for TSA waiver requirements for all aircraft under 100,309 pounds, and the waiver is no longer required as long as the notam requirements are met and complied with. TSA waivers are still required and mandatory for all international flights for aircraft not equipped with a transponder.

Note: TSA encourages pilots to build in extra time for weather and unplanned issues and allows a 90-day window for waiver request dates.

Points to remember when filling out an international waiver application:

  1. A proper application avoids delays—Make sure the city and country of birth are stated for all persons listed on the manifest.
  2. U.S.-born passengers must list the city and state of birth.
  3. Don't forget to include the itinerary for single-trip and no-transponder waivers. Also, remember to include the proposed destinations for fleet waivers.
  4. Make sure the font is legible and clear.
  5. Submit waivers at least seven business days prior to your trip.
  6. Stay current on notams.
  7. If there are questions regarding notam interpretation or clarification—please call. The TSA can and will explain the notam and also explain the difference between single-trip and fleet waivers.
  8. The TSA accepts applications via e-mail as long as the application is signed and attached as a PDF file. Do not send Word documents with signatures. Use PDF instead.
  9. For large fleet waivers, you can e-mail the TSA a Word document (without a signature), which will serve as a working copy only. A signed PDF file must also be sent for the TSA's records.
  10. The TSA's preferred method of notification is via e-mail. Provide the TSA with an e-mail address on all waiver forms.
