The FAA's arguments

FICTION: General aviation could be excluded from user fees

FACT: User fees always spread, despite the promises. Canada, for example, promised that GA would only have to pay an annual fee. In fact, GA continues to pay a fuel tax (which doesn't support aviation) and an annual fee. And now airport user fees have been tacked on for eight airports. The pattern is repeated in other countries; New Zealand and Australia are more examples of where additional user fees have been pushed onto GA as system managers try to find more revenue.
