Gentlemen:

This letter is sent in response to the proposed modification of the Memphis Class B Airspace Area, Memphis, Tennessee. The Aircraft Owners and Pilots Association (AOPA) has reviewed the design and supports the proposed changes. This design is efficient and provides sufficient protection for general aviation, military, and commercial air traffic.

We commend the Federal Aviation Administration (FAA) for its reassessment of the revised legal description of the Memphis Class B airspace area published in August 1998. Although this final rule was implemented due to the relocation of the Memphis Vortac, the action changed the operational requirements for aircraft navigating in and around the airspace without giving the users adequate time to provide feedback.

The proposed change to center the airspace around the vortac will result in more efficient use of the airspace by segments of the general aviation community, and we are anxious to see these changes implemented.

We appreciate the opportunity to respond to this important airspace issue, and we encourage the FAA to expeditiously publish this proposal as a final rule.
