Commercial aviation program announced
The University of Memphis announced a commercial aviation bachelor's degree program in partnership with Crew Training International Professional Flight Training. The program will prepare students for a range of aviation careers.
Hiring symposium draws 1,300
The Organization of Black Aerospace Professionals' annual convention in Houston drew 1,300 to the three-day professional development event for career pilots and aerospace industry participants. Big draws included a collegiate series of 10 workshops, and a "nearly sold-out" career expo with recruiters from 55 air carriers.
2019 GAMA high school aviation challenge opens
The General Aviation Manufacturers Association opened registration and expanded the number of participant slots from 130 to 150 for the 2019 Aviation Design Challenge. The competition challenges U.S. high school students to design a virtual Cessna 172SP that's as fast and fuel-efficient as possible. To learn more, see the Aviation Design Challenge website.

Tennessee pilot wins Sporty's Flight Crew Scholarship
Sporty's Pilot Shop awarded Afton, Tennessee's David Ross its first $2,500 Sporty's Flight Crew Scholarship. Ross earned his private pilot certificate in 1977, but family, time, and other factors led him into rusty pilot status. Ross said he plans to use the funds to pursue an instrument rating. Another scholarship will be awarded in December.

Compact competitor from Coeur d'Alene
For much of the 1930s and 1940s, Cleveland, Ohio, staged the National Air Races (which resumed in 1964 as the National Championship Air Races in Reno, Nevada). By 1948, interest had surged in "midget racers," and new designs competed for $25,000 prizes in trophy races sponsored by Goodyear Aircraft Corp. Question

I am a flight instructor but not an instrument instructor. Can I provide the three hours of instrument training student pilots need for their private pilot certificates?
Answer
Yes. According to 14 CFR 61.109(a)(3), private pilot applicants must have three hours of training "on the control and maneuvering of an airplane solely by reference to instruments," rather than instrument training. An instrument rating, by comparison, requires instrument flight training from an instrument instructor.
