Question

Is declaring minimum fuel to air traffic control the same as declaring an emergency?
Answer
No. By declaring minimum fuel, you are advising ATC that an emergency is possible should there be any undue delays. You can find this definition in Section 2-1-8 of FAA Order JO 7110.65X. ATC sees this advisory as a need for traffic priority.
