FAA LODA requirement eliminated
President Biden on December 23 signed the National Defense Authorization Act for Fiscal Year 2023, which included language to reverse an FAA directive requiring aircraft owners, pilots, and flight instructors to obtain a letter of deviation authority (LODA) if they wanted to give or receive flight training in experimental aircraft.

FAA proposes incorporating pilot certification standards in regulation
The FAA set a January 11 deadline for public comment on a rulemaking proposal that would incorporate more than 30 testing and certification standards for pilots, instructors, mechanics, and others into a single Part 61 regulation. The agency says there are no substantive changes included in the proposal, but AOPA is carefully reviewing it.

PSI to decrease reimbursements for third-party FAA test providers
PSI, the national FAA knowledge test contractor, has informed its third-party providers that it will change its fee structure as of January 1. The change will significantly reduce the current reimbursement rate to third-party test centers by more than 65 percent for most FAA exams. AOPA has asked PSI to delay the fee structure change because of the impact it could have on FAA knowledge test accessibility.
