Maryland Delegate Darryl Kelley is once again sponsoring legislation (House Bill 894) that would establish a task force to study general aviation issues. Like his two previous bills - bills that AOPA successfully opposed - this bill would require an examination of environmental issues, including any problems with low-flying aircraft, safety and land-use compatibility questions, security issues, flight school monitoring, and recording airport operations.
AOPA Manager of State and Local Government Affairs Owen Sweeney and AOPA Mid-Atlantic Regional Representative Chris Hudson will testify against the bill during a March 7 hearing before the House Environmental Matters Committee.
AOPA will point out that studying land-use, safety, and environmental issues is generally a local issue and that security issues are under the jurisdiction of the FAA and Transportation Security Administration.
