1. The correct answer is C. Airworthiness directives (AD) are mandatory compliance items under FAR Part 39. However, as each one is unique, if the AD specifically permits aircraft operation while not in compliance (such as a ferry flight under a special flight permit to a maintenance shop), then it may be done.
